What Is the Personhood Attachment Index?
The Personhood Attachment Index (PAI) is a diagnostic framework developed by Professor Thomas Hornig to measure legal personhood across five critical dimensions. Unlike traditional human rights indices that measure outcomes, the PAI measures the structural conditions that determine whether rights will attach to a person in the first place.
The Five Dimensions
- Legal Recognition (0-100) — Does the legal system formally acknowledge your existence and status? Are you classified correctly?
- Enforcement Access (0-100) — Can you actually access the mechanisms that enforce your rights? Do courts, agencies, and institutions respond to your claims?
- Economic Participation (0-100) — Can you earn, own, transact, and build wealth under the same conditions as others with your legal status?
- Due Process (0-100) — When your rights are violated, do remedial processes function? Can you appeal, complain, and receive redress?
- Social Integration (0-100) — Does the social infrastructure recognize your personhood? Healthcare, education, housing, civic participation?
How to Interpret Your Score
PAI 80-100: Full personhood attachment. Your rights exist on paper and are enforced in practice. You live inside the legal system’s protection.
PAI 50-79: Partial attachment. You have formal rights but face structural obstacles to exercising them. The execution gap is present but survivable.
PAI 20-49: Critical gap. Your legal status exists but your capacity to exercise rights is severely compromised. You are experiencing the execution gap directly.
PAI 0-19: Legal erasure. Your personhood has been functionally eliminated regardless of what the law says. The erasure has erased itself — the conditions for proving harm have been destroyed.
